There are times when the utility and the building owner or tenant BOTH need to read a meter, but with different technologies. This most often comes up when a municipal utility owns the meter and reads with and AMR or AMI transmitter attached to an encoder register, and the building tenant or owner needs to read a meter visually that is inaccessible.
